Colonial Age Naval Arsenal

The royal dockyards of the colonial powers — Portsmouth, Brest, Cartagena — were state enterprises of enormous scale, built solely for ships of the line while private yards along the coast supplied the rest of the fleet. The Colonial Naval Arsenal takes on exactly that role: the only facility large enough for a wooden three-decker ship of the line.
